Metal structures, as you know, have a number of advantages over other building materials used in load-bearing and enclosing structures, namely: low weight, unification of products, convenience and speed of erection of frames directly on the site and next to others. However, they also have disadvantages: low corrosion resistance and fire resistance of structures. At the design stage of load-bearing metal structures of buildings and structures, it is necessary not only to ensure their strength, stability and geometric invariability during the operation of the object under normal operating conditions, but to justify the preservation of these properties when the building is exposed to high temperatures during a fire by setting the building structures fire resistance limits corresponding to the fire resistance of the designed object. The known methods for assessing the fire resistance of steel structures and the standardized indicators of the fire resistance limits do not always give an unambiguous answer. In connection with these circumstances, the article proposes to consider the results of a comparative analysis of methods for assessing the fire resistance of a truss truss of a frame-bonded metal frame.

The results of mathematical modeling of the formation of the field of gas concentrations in the vicinity of the mine fire source are presented. A mathematical model is proposed for the unsteady transfer of any gas in mine workings during fires, which allows one to study all the regularities of filling isolated and semi-isolated volumes of any gas at a constant or variable rate of their formation in time. The promising directions of further scientific work in the field of non-stationary distribution of fire gases along the length and cross-section of mine workings in case of accidents are presented, which include a number of theoretical and experimental studies

Features of the organization of the labor protection management system in fire protection units

The analysis of scientific and methodological approaches to the construction of occupational health and safety management systems in organizations is given. The article describes the features of the organization of the labor protection management system in the fire departments, taking into account the territorial characteristics of the risks of damage to the health of firefighters. A dynamic model for assessing the state of the occupational health and safety management system in fire protection units is presented, taking into account the estimates of the permissible risk of injury to personnel. The calculation formulas for determining the change in the permissible risk of injury to personnel, depending on the level of fire danger of the objects of protection and the complexity of the fire, are given. A calculation scheme for evaluating the effectiveness of the occupational health and safety management system using the intervals of the Harrington function is proposed.

Use of estimates of direct material damage from fires to characterize the effectiveness of fire protection activities

The dynamics of estimates of direct material damage from fires from 2012 to 2020 was studied in relative terms: to the gross domestic product of the Russian Federation, to the gross regional product of the federal districts, to the population. It is shown that from 2013 to 2015. there is an increase in the share of direct damage from fires relative to GDP, reaching a maximum for the period under study in 2015, then the indicator under consideration falls in 2016 and its gradual growth in the period until 2020. To assess the effectiveness of the fire brigade, a new indicator is proposed – the ratio the cost of the saved material assets to the amount of direct material damage and the value of the saved material assets. The dynamics of the proposed indicator in the Russian Federation for 2012-2020 has been studied. It is shown that the indicator under consideration provides an objective assessment of the effectiveness of the fire protection activities and can be used for risk management.

The usage of heat flow control sensor for determining the most dangerous concentration of gas-air mixture is at low temperatures is discussed. The heat flux’s magnitude changes at the initial moment of the explosion under different conditions are investigated.

Influence of temperature on textile materials and possibilities of tissue identification by optical microscopy

The article presents the data of the morphological study of textile materials based on cotton, flax and polyester, subjected to heat treatment. The morphological analysis of samples of fabrics made of cotton, flax and polyester was carried out, the dependence of the change in the structure of the fabric on the magnitude of the temperature effect was revealed. It has been shown that fabrics made of natural materials lose their color when heated, after which they partially carbonize with increasing temperature, and after reaching a temperature of 300 °C and above they begin to burn. It was found that a polyester fabric does not change when heated to 250 °C, and then begins to fusion, changing its structure.

In the Russian Federation, fire safety regulations define the required fire resistance limits for the supports of technological equipment / tanks and equipment support structures at oil and gas facilities as deterministic values, while the possibility of using alternative approaches, including based on the duration of the fire, is not implemented in Russian regulations. One of the alternative methods is detailed [7], which is widely used by international companies when determining the need for passive fire protection. On the basis of one of the methods, using the example of a real technological module, the calculation of the time of a fire of a hydrocarbon spill was carried out depending on the amount and type of combustible substances in the technological containers, taking into account the different spreading area of the product. Based on the results of calculations, the time indicators of the duration of the fire were determined. The obtained values can be used as the time of an equivalent fire for further solving issues of fire resistance rating of structures of supports of technological equipment and equipment support structures.

The article is devoted to the problematic issues of the activities of the day-to-day management bodies of the unified state system for the prevention and liquidation of emergency situations [1] and civil defense at the municipal level. As a result of the assessment of their activities when employees perform various tasks (responding to the information received and bringing it to the emergency services), it was possible to build a matrix of SWOT analysis of the organization of work of EDDS-112, in which its strengths and weaknesses were identified, a comparative assessment of tasks and identified factors affecting the effectiveness of employees was carried out. Based on the results of the study, proposals were developed to improve the organization of workplaces based on the analysis of a representative sample of EDDS-112 and regulatory legal documents related to the organization of workplaces.

The article substantiates the need to assess the level of preparedness of firefighters and rescuers involved in the elimination of emergency situations in an environment unsuitable for breathing. The problematic points in the methods of assessing physical performance used in fire department, and they are compared with functional tests of sports medicine. The adaptation of the Physical Working Capacity (PWC170) functional test and the Harvard step test to assess the preparedness of firefighters and rescuers to work in an environment unsuitable for breathing in personal respiratory protective equipment is considered.

Analysis of the speed of fire trucks to the place of call in the Moscow region

The article presents the results of studying the speed of fire trucks to the place of call in the settlements of the Moscow region for the period 2019-2021. It is shown that in comparison with 2008, the average speed of fire trucks in cities increased by 7%, in rural settlements practically did not change. The average arrival time of the first fire protection unit in the cities of the Moscow region decreased by 17% from 8,9 minutes to 7,4 minutes, in rural settlements – by 38 from 22 minutes to 13,7 minutes.

Methodological support for the implementation of mentoring in the system of the ministry of Emergency situations of Russia in relation to volunteers

The article is devoted to the organization of remote mentoring in the system of the Ministry of Emergency Situations of Russia in relation to volunteers (volunteers). The article considers the procedure, program and methodology of the course “Remote mentoring”, developed on the basis of the previously developed scientific and practical approach to the implementation of mentoring in a remote format. The main characteristics and structure of the order, program and methodology are given. The course aims and objectives, basic requirements for the target audience are defined. The procedure for organizing and implementing remote mentoring is considered. The academic disciplines included in the course program and the corresponding formats of their study are considered. The criteria for evaluating the results of mastering the training course by students, as well as the procedure for accepting the final certification, are given. It is assumed that the use of the course in the practical activities of the EMERCOM of Russia will lead to the expansion and improvement of the joint work of the EMERCOM of Russia and volunteers at all levels of interaction.

This article is devoted to the differences in assessments of the level of satisfaction with training at the Academy of two groups of students: cadets (and listeners) and students. Both of them undergo similar training programs, receive model diplomas of education. Cadets and listeners study at the expense of the budget, and students pay for their education on their own. At the same time, the level of satisfaction with certain aspects of training at the Academy among cadets and students differs significantly.
