Duality and national component of personality socialization in the education system

Viktor V. Morozov
Siberian Fire and Rescue Academy EMERCOM of Russia, Zheleznogorsk, Russia

This article analyzes the process of forming two sub-personalities of a citizen of Russia. An important thing in personality socialization is the fact that any educational system forms a «public» personality (public consciousness), and the student on this basis creates its «individual» personality (individual consciousness, self-consciousness). In modern rapidly changing conditions, it is necessary to take into account that there are two «actors» in the process of socializing the personality – the system of education and the young man himself. Two sub-personalities interact throughout the human life, and «individual» personality has more, if not decisive, influence on the formation of spirituality and on volitional actions of a person who is a carrier of a system of social relations of a particular society.

All-Russian Research Institute for Fire Protection of the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters», Balashikha, Russia

The study of the impact of labor safety costs on the level of occupational risks (death, injury, occupational diseases) in the Russian Federation. A factor analysis was performed using indicators of occupational risks and labor protection costs in the constituent entities of the Russian Federation. The analysis showed an insignificant effect of labor protection costs on the level of occupational risks. To increase the efficiency of the use of funds for labor protection, it is necessary to highlight the areas of labor protection that require correction, to develop procedures for such correction for each type of economic activity, taking into account regional characteristics.

Instrumental and methodological reasoning of the procedure for identification of conservative components of liquid hydrocarbons and their temporary and biodegradation remains

Sergey G. Ivakhnyuk
Saint-Petersburg University of State Fire Service of EMERCOM of Russia, Saint Petersburg, Russia

The features of the physical and colloidal-chemical state of liquid hydrocarbons when they enter the hydrosphere were determined. It is established that petroleum hydrocarbons, being exposed to temporal and biochemical degradation, cause low reliability of their identification. The list of metals and their organic compounds, necessary and sufficient for qualitative and quantitative detection for the identification of oils and petroleum products has been defined. The methods of analysis, providing identification of petroleum hydrocarbons, both in their circulation and in migration into the environment, are proposed.

The active development of the Arctic, which has become a trend of the last decade, has become a big challenge for the fragile ecosystem of the Arctic and requires proper control over technological processes at enterprises, since over the past two years a number of accidents have occurred in the Arctic associated with spilling oil products on the soil and water bodies located in these areas. Applicable measures to ensure technosphere safety are currently insufficient, as evidenced by the increasing number of emergencies and the use of modern technologies for monitoring and forecasting risks is required in order to adjust action plans in the event of an emergency and calculate the required forces and means. Modeling of oil and oil products spills is carried out in order to carry out preventive measures to prevent emergency situations. Methods for estimating the area of oil spills currently used, especially in the Arctic zone, have a number of limitations. In this work, the modeling of the process of bottling oil products was carried out in order to calculate the distribution of the concentration of pollutants and neural network prediction of the area of pollution up to the moment of its liquidation. To simulate an emergency, there was the PHOENICS software product and a neural network forecasting technique using the Scikit-Learn library in the Python programming language. The simulation results were correlated with the data obtained in the analysis of an accident that occurred due to a pipeline depressurization when pumping oil from a vessel to a tank farm on the Khatanga River in the Arctic zone of the Krasnoyarsk Territory.

Quantitative characteristics of emergencies associated with the release and spill of hazardous chemical substances (AHOV) over a twenty-year period are presented. An analysis of the modern regulatory framework governing the handling of hazardous chemicals in order to prevent and develop emergency situations of emergencies was carried out. The problems of emergency situations of a man-made nature with emissions or spills of hazardous chemicals are considered. The greatest danger in an emergency with the release of hazardous chemicals is the toxic effect caused by the entry of a poisonous substance into the human body. It is shown that the risk of injury or death of people in an emergency with a hazardous chemical spill continues to remain almost at a constant level for a long time. Substances in the gaseous state or highly volatile substances present the greatest danger. Issues on the development of methods and a set of measures for the elimination of man-made emergencies with the release or spill of hazardous chemicals were considered.

The use of remote sensing materials for information support of rescue operations in wetlands

Igor M. Lamkov1, Evgeniy A. Pahomov1, Larisa A. Golovina2

2Siberian State University of Geosystems and Technologies, Novosibirsk, Russia

Conducting emergency rescue and other urgent work in the event of a crash of aircraft in wetlands is accompanied by special difficulties for rescuers. Some swamps are impassable even for all-terrain vehicles, and rescue swimming facilities cannot be used due to dense vegetation. In conditions of a heavily swampy area, it is impossible to land an airplane or helicopter, and additional floating facilities and materials are required to deploy a temporary field camp. When conducting reconnaissance of the crash site of an aircraft, a method is proposed for determining the patency of a wetland area using remote sensing data. The proposed textural characteristics of landscape components obtained from remote sensing materials will provide emergency rescue formations with more accurate data on the wetland area.
