Analyzing incidents on water bodies in the Sverdlovsk region and the role of the state inspectorate for small vessels in preventive activity

The scientific article deals with the problems of ensuring safety at water bodies in the Sverdlovsk region. In order to study the death rate from drowning in the Sverdlovsk region, its features and patterns, as well as an objective view of its structure and dynamics, a study of the reporting and statistical material for the period 2016-2020 was conducted. The analysis of incidents and accidents on water bodies of the region is carried out. The authors discuss the reasons for violation of safety rules on water bodies and the role of the State inspection of small vessels in preventing the occurrence of emergencies on the supervised territory. Mathematical models based on the least squares method are constructed and analyzed using an approximating line – a trend line.

New approaches in estimation the risks to human health when the atmosphere is polluted with nitrogen dioxide

An attempt has been made to establish a relationship between the incidence of the population of one of the central districts of St. Petersburg with upper respiratory tract disorders and nitrogen dioxide concentrations in street air in 2006-2012. The factor analysis was applied. The ultimate goal of the study was to obtain the mathematical interdependence of these indicators. To achieve this, methods were taken from the concept of risk. As a result, the loss of life expectancy under the influence of this harmful factor in two different groups of the population: smokers and no-smokers was calculated. The risk values obtained were compared with the corresponding literature data for the cities of the Russian Federation for the previous 20 years.

Problematic issues of assessing the physical preparedness of firefighters and rescuers to work in personal respiratory protection

The article substantiates the need to assess the level of preparedness of firefighters and rescuers involved in the elimination of emergency situations in an environment unsuitable for breathing. The problematic points in the methods of assessing physical performance used in fire department, and they are compared with functional tests of sports medicine. The adaptation of the Physical Working Capacity (PWC170) functional test and the Harvard step test to assess the preparedness of firefighters and rescuers to work in an environment unsuitable for breathing in personal respiratory protective equipment is considered.

The article is devoted to the problematic issues of the activities of the day-to-day management bodies of the unified state system for the prevention and liquidation of emergency situations [1] and civil defense at the municipal level. As a result of the assessment of their activities when employees perform various tasks (responding to the information received and bringing it to the emergency services), it was possible to build a matrix of SWOT analysis of the organization of work of EDDS-112, in which its strengths and weaknesses were identified, a comparative assessment of tasks and identified factors affecting the effectiveness of employees was carried out. Based on the results of the study, proposals were developed to improve the organization of workplaces based on the analysis of a representative sample of EDDS-112 and regulatory legal documents related to the organization of workplaces.

The article presents in a formalized form a scientific task that consists in the development of a scientific and methodological apparatus for substantiating the rational parameters of a radiation monitoring system for detecting local sources of ionizing radiation of terrorist origin. The stages of solving the presented scientific problem are determined. The most acceptable approaches to solving particular problems of assessing the current level of readiness of the radiation monitoring system and substantiating the rational parameters of the radiation monitoring system, taking into account the current level of readiness, are considered.

The paper discusses the possibilities of the Python and R programming languages in application to geocoding and analysis of geographical data on fires and their consequences. The paper considers: drawing of static and interactive geographical maps of the initial data on fires, a graph of the density of fires, data on the time of arrival of units, fire areas, as well as the construction of transport accessibility zones and optimal routes. The analytical tools used here can be useful in determining the order of attraction of forces and means of units of fire and rescue garrisons, in particular, in the development of plans for attraction and schedules of visits of forces and means of garrisons to extinguish fires. The analysis procedure described in this paper can be used, taking into account the specifics, for almost any locality in the Russian Federation.

Currently, information resources and digital technologies are actively developing, which are designed to solve some human problems. The authors conducted a study that analyzed the effectiveness of the management center in crisis situations of the EMERCOM of Russia. It was found that employees of the institution are subject to routine work, which affects the irrational use of office time, as well as the constant growth of professional tasks affects the quality of their performance. Therefore, we proposed a model of an automated system designed to solve some of the problems in real time.
