Problematic Issues of Ensuring Safety in Emissions and Spills of Accidentally Chemically Hazardous Substances on the Territory of the Russian Federation

Quantitative characteristics of emergencies associated with the release and spill of hazardous chemical substances (AHOV) over a twenty-year period are presented. An analysis of the modern regulatory framework governing the handling of hazardous chemicals in order to prevent and develop emergency situations of emergencies was carried out. The problems of emergency situations of a man-made nature with emissions or spills of hazardous chemicals are considered. The greatest danger in an emergency with the release of hazardous chemicals is the toxic effect caused by the entry of a poisonous substance into the human body. It is shown that the risk of injury or death of people in an emergency with a hazardous chemical spill continues to remain almost at a constant level for a long time. Substances in the gaseous state or highly volatile substances present the greatest danger. Issues on the development of methods and a set of measures for the elimination of man-made emergencies with the release or spill of hazardous chemicals were considered.
