The paper considers the problem of bringing people to responsibility for failure to take feasible measures to evacuate people in case of fire. On the basis of the analysis of various sources the working definition of the concept “feasible measures”is formulated. The conditions (factors) influencing implementation of feasible measures, and also the circumstances excluding approach of criminal responsibility are revealed.
