Application of program-target planning methods to improve the organization and implementation of fire extinguishing

Management of the strategic development of the Russian Federation is carried out within the framework of state programs, in accordance with Government Decree No. 588 of 02.08.2010. At the same time, it is necessary to interconnect the activities being developed with each other in terms of tasks, deadlines and resources. State programs allow, within the framework of the program-target method, to concentrate efforts for a comprehensive and systematic solution of the problems of the socio-economic policy of the country. The proposed program-target planning method consists in the selection of priority goals of economic, social, scientific and technological development, in the development of interrelated measures to achieve them in a given time with maximum efficiency with the required provision of resources. The proposed article describes the process of formation and decomposition of the goal tree in relation to the problem of fire extinguishing organization.

Injury levels of personnel of the federal border guard service of the state border service during their service for 2017-2021 when they perform various types of activities

The injury rates of the personnel of the FPS of the State Border Service during their service in 2017-2021 were studied. It is shown that the level of injuries of the operational staff of the FPS of the State Fire Service differs from the level of injuries of the service staff. It is proposed to compare the risks of injury and death of firefighters with the risks of other professions and activities to use not averaged data on the number of accidents (including fatalities) in the fire departments or in general for the EMERCOM of Russia, but the calculated values of risks for the main types of activities personnel of the EMERCOM of Russia, taking into account the real time of employment by these types of activities by the personnel of the EMERCOM of Russia.

Recently, cases of household gas explosion have become more frequent, in which there is not only partial destruction of bearing structural elements of buildings or structures, but also their complete collapse. As a result, buildings and structures and their individual structural elements experience various kinds of deformations, which can lead to catastrophic consequences. Therefore, when gas is called, including domestic gas, it is necessary to conduct studies of strength characteristics, damaged and solid bearing structural elements that will help determine the condition of structures and draw a conclusion about the technical condition of the building or structure as a whole.

Dependence of the level of professional risks on the expenditure of occupational safety

The study of the impact of labor safety costs on the level of occupational risks (death, injury, occupational diseases) in the Russian Federation. A factor analysis was performed using indicators of occupational risks and labor protection costs in the constituent entities of the Russian Federation. The analysis showed an insignificant effect of labor protection costs on the level of occupational risks. To increase the efficiency of the use of funds for labor protection, it is necessary to highlight the areas of labor protection that require correction, to develop procedures for such correction for each type of economic activity, taking into account regional characteristics.

The presented work is devoted to the development of the concept of strategic development, scientific and practical recommendations for improving the process of innovation activities in the field of fire safety taking into account current trends in the development of society as a whole, and individual areas of science and technology. The article gives a general analysis of trends in the development of society under the conditions of a new technological way, shows changes in society and approaches in the organization of innovation activities at the state level observed in the world, the role of innovative development and digital modernization of various spheres of human activity in ensuring national security of states. It is shown that the development of society in a new technological mode shifts the emphasis in the innovation process, from purely technical to the socio-humanitarian fields of knowledge. This shift is due to the specifics of the new technological order, more active implementation of new cyber-physical systems under development, increasing interdisciplinary relationships and the active influence of new technologies of Industry 4.0 class on the cognitive, logical and socio-cultural aspects of human life. In the process of work the conceptual apparatus related to the innovation process is considered, different approaches to the study of the innovation process are considered.

The article considers the question of whether there is a connection between the deaths and injuries of minors in fires with how the population of the region lives and how it is managed. The quality of life of the population of the region is displayed through a set of indicators of the quality of life, and the quality of management is displayed through a group of indicators of preventive measures aimed at reducing the death and injury of minors in fires. Indicators of death and injury of minors are presented as output variables associated with input variables: indicators of quality of life and indicators of preventive measures.

Analysis of the speed of fire trucks to the place of call in the Moscow region

The article presents the results of studying the speed of fire trucks to the place of call in the settlements of the Moscow region for the period 2019-2021. It is shown that in comparison with 2008, the average speed of fire trucks in cities increased by 7%, in rural settlements practically did not change. The average arrival time of the first fire protection unit in the cities of the Moscow region decreased by 17% from 8,9 minutes to 7,4 minutes, in rural settlements – by 38 from 22 minutes to 13,7 minutes.

The issues of developing software for calculating the number of fire protection personnel of an industrial enterprise, which are necessary for the implementation of functions for the prevention of fires and (or) their extinguishing, taking into account the availability of engineering systems of fire protection at the enterprise, are discussed. Using the example of software for calculating the number of fire brigades, which performs functions of extinguishing fires, a description of the main program modules, structures of input-output tables of initial and calculated information is given.
