Development of methods for assessing the state of the safety and health management systems in the FPS GPS

The main directions of monitoring the state of Safety and Health Management Systems are analyzed in the FPS GPS. A mathematical model is proposed for calculating a complex indicator for assessing the state of the occupational health and safety management system in in the FPS GPS, which allows ranking divisions depending on the value of this indicator during the year. The results of the assessment allow us to identify areas that require priority attention of management, to form a list of measures to improve the effectiveness of the occupational health and safety management system in the FPS GPS.

Fire safety management in the conditions of risk-based business model

The article describes the problem of the effectiveness of financial costs for ensuring fire safety of objects, taking into account the presence of threats of death and injury to people at the objects and damage to the property of an economic entity that has the full right to risk them. The search for a reasonable balance between the financial cost of providing fire protection and threats of death of the property owner and another property with unconditional implementation of measures aimed at human security, can be implemented through the development of targeted fire safety systems.

Approbation of computer modeling methods in the analysis of firefighting actions

The article presents the main results of experiments on computer simulation of fighting to extinguish a real fire and subsequent analysis of the model. The article describes the problems of using computer modeling systems in the fire protection of the Russian Federation. The article provides basic information about the use of the automated information and graphics system Graphis-Tactic for computer simulation of combat operations to extinguish fires. Describes the progress of the work and the main results obtained. A number of new tools are described for drawing up schemes for the distribution of forces and means of fire protection and studying fires. In conclusion, there are suggestions for further research into the prospects of using computer modeling in the study of fires.

The possibilities of using Gompertz, Gompertz-Meikham, Ferhulst models to approximate the dependence of the number of deaths in the Russian Federation during fires on the age of the fire culprit are considered. It is established that this dependence is most exactly explained by the Ferhulst model.

The article is devoted to the definition of rational decisions on the choice of emergency rescue equipment for carrying out rescue and other urgent work on low-volume and dispersed objects using the methods of mathematical programming. The criteria for the efficiency of RT (rescue technique) operation during the mechanization of ER (Emergency Restoration) related to the implementation of measures to minimize the time and material costs of their implementation are determined. The scientific and practical tasks aimed at increasing the efficiency of mechanization during the ER are discussed. Various technologies for conducting ER using mechanization methods are proposed depending on the specific reduced costs. We consider numerical methods for solving multidimensional extremal problems: a method of enumerating variants, a linear programming method, a nonlinear programming method, a stochastic programming method. Formed indicators of the effectiveness of rescue equipment. A systematic approach, formed from two stages of the search domain principle, is given. A model of the duration of the time of the technological processes of emergency rescue equipment is displayed. For the payoff matrix, the behavior of participant A is determined by the maximin function, and for participant B, the minimax principle. It is determined that four typical situations of using rescue equipment in different climatic conditions with different characteristics of the loading material and the loading range are most likely.

A sociological study of the impact of the fires with the use of factor analysis

The results of studies of social risks in the field of fire safety are presented. The risk of death in fires depending on the demographic characteristics of the population (age, sex) for urban and rural areas, taking into account the conditions that contributed to the death of people in fires in the subjects of the Russian Federation for the period from 2012 to 2018, was studied. In order to identify the structural relationships between the risk of death in fires for different population groups, taking into account the characteristics of individual subjects of the Russian Federation and the allocation of a small number of latent factors, the change of which explains the change in the observed indicators, a factor analysis was carried out using 48 sociological indicators for 85 subjects of the Russian Federation. Factor analysis revealed eight significant factors that explain 75.3% of the total variance of the statistical data set. The qualitative interpretation of each of the factors on the greatest contribution of components is given. Projections of factors in two-and three-dimensional spaces are studied. In the coordinate systems of the factors obtained, the places of each subject of the Russian Federation are determined. It is concluded that the factor analysis of the statistical array of sociological data gives an objective assessment of the levels of fire risk in the subjects of the Russian Federation and can be used for risk management.

Two-factor analysis of variance of death of people in fires in the regions of the southern federal district

The dispersion analysis of deaths in fires in the regions of the Southern Federal district was performed according to the data of 2001-2016. With a probability of 0.95, it is proved that the average number of deaths in fires for the regions of the Southern Federal district is different. The difference is due to the geographical location. The average number of deaths in fires in the South Federal district also varies from year to year. The difference is due to the time factor. The established facts can be useful in mathematical modeling of the situation with the death of people in fires in the regions of the South Federal district.
