It is proposed to determine the indicator based on a study of the system of protecting the population and territory from technological risks, based on a quantitative expression of the studied properties of the system and the establishment of relationships between the parameters of the elements of the subsystems. This approach allows based on actual data to determine the form of dependencies of interrelated parameters, their quantitative expression.
