The article is devoted to the study of using virtual reality technologies using to improve the training of investigators in the field of fire investigation. The work considers the prospects of using virtual reality to increase the efficiency of training of specialists. A virtual simulator, which allows students to acquire and improve professional skills in carrying out investigative actions within the framework of fire investigation is presented. The results of the efficiency evaluation of professional-specialized competences formation in the field of fire investigation during the implementation of competency-oriented didactic support of professional training based on virtual reality technologies in the educational process are considered.

The results of the activity of voluntary fire guard units in the territory of the Voronezh region for the period 2011 – 2018 are presented. Data on peculiarities of regulatory regulation of voluntary fire guard activity are presented. Emphasis is placed on performance, existing benefits and social guarantees for employees of voluntary fire protection units.

The article is devoted to the definition of rational decisions on the choice of emergency rescue equipment for carrying out rescue and other urgent work on low-volume and dispersed objects using the methods of mathematical programming. The criteria for the efficiency of RT (rescue technique) operation during the mechanization of ER (Emergency Restoration) related to the implementation of measures to minimize the time and material costs of their implementation are determined. The scientific and practical tasks aimed at increasing the efficiency of mechanization during the ER are discussed. Various technologies for conducting ER using mechanization methods are proposed depending on the specific reduced costs. We consider numerical methods for solving multidimensional extremal problems: a method of enumerating variants, a linear programming method, a nonlinear programming method, a stochastic programming method. Formed indicators of the effectiveness of rescue equipment. A systematic approach, formed from two stages of the search domain principle, is given. A model of the duration of the time of the technological processes of emergency rescue equipment is displayed. For the payoff matrix, the behavior of participant A is determined by the maximin function, and for participant B, the minimax principle. It is determined that four typical situations of using rescue equipment in different climatic conditions with different characteristics of the loading material and the loading range are most likely.

The results of studies of social risks in the field of fire safety are presented. The risk of death in fires depending on the demographic characteristics of the population (age, sex) for urban and rural areas, taking into account the conditions that contributed to the death of people in fires in the subjects of the Russian Federation for the period from 2012 to 2018, was studied. In order to identify the structural relationships between the risk of death in fires for different population groups, taking into account the characteristics of individual subjects of the Russian Federation and the allocation of a small number of latent factors, the change of which explains the change in the observed indicators, a factor analysis was carried out using 48 sociological indicators for 85 subjects of the Russian Federation. Factor analysis revealed eight significant factors that explain 75.3% of the total variance of the statistical data set. The qualitative interpretation of each of the factors on the greatest contribution of components is given. Projections of factors in two-and three-dimensional spaces are studied. In the coordinate systems of the factors obtained, the places of each subject of the Russian Federation are determined. It is concluded that the factor analysis of the statistical array of sociological data gives an objective assessment of the levels of fire risk in the subjects of the Russian Federation and can be used for risk management.

The dispersion analysis of deaths in fires in the regions of the Southern Federal district was performed according to the data of 2001-2016. With a probability of 0.95, it is proved that the average number of deaths in fires for the regions of the Southern Federal district is different. The difference is due to the geographical location. The average number of deaths in fires in the South Federal district also varies from year to year. The difference is due to the time factor. The established facts can be useful in mathematical modeling of the situation with the death of people in fires in the regions of the South Federal district.

The article proposes a possible approach of monitoring the parameters of the integrated security system of the territory of the closed administrative-territorial entity, taking into account the specifics of its functioning, based on the methods of fuzzy set theory, in particular, implementing a theoretical-possibility approach for obtaining a logical function, the value of which will describe the state of the object on the basis of automatic translation of the values of the parameters of monitoring equipment and the object into the corresponding scales with the output of the generalized indicator. According to the authors, the software complex implementing this approach and integrated into the general system of integrated security will allow developing in advance and at a better level measures to reduce the risk of an emergency and mitigate its negative consequences, to build a forecast of possible consequences in case of an emergency of a man-made nature at dangerous production facilities and as a result in the territory of most of the closed administrative and territorial entity.

The algorithm of decision-making in the fight against forest fires is described, and the possibility of its optimization is presented. The necessity of using the decision support system for forest fires extinguishing is substantiated. The decision support system “Taiga – Analyst” is presented, which allows modeling the spread of a natural fire on the earth’s surface, taking into account the characteristics of the terrain and the forces and means used to extinguish it.

The article deals with new environmental problems caused by the probable increase in the number of ultrafine suspensions of heavy metals, alloys and their oxides in freshwater. Based on the analysis of the literature data, the authors assess the influence of ion forms, ultrafine suspensions of heavy metals and their oxides on the quality of drinking water. Literature data on the negative impact of nanoparticles on human health are presented. Determine the range of problems is defined and the ways of solving, the problems are considered.

In work various options of development of fire-dangerous situations at oil spills depending on properties of soil systems are considered. Results of experiments on the permeability of soil deposits are interpreted from positions of the theory of percolation. For various types of soils, the border at a rate of granulometric fractions at which there comes the high-quality transition from a gel state in which the system has to be considered as a solid body to a freely permeable state in which oil products are in a type of liquid substance is experimentally established. Selective application of indicators of fire hazard for various types of soil structures is proved.
