The article discusses the existing problem of the stability of buildings on permafrost soils, gives examples of existing foundations on permafrost soils in Norilsk, considers the problem of bored piles of foundations, makes an assumption that in the junction of monolithic and precast reinforced concrete piles, soils change their mechanical properties.

About the height of the flame torch when burning solid combustible substances and materials

The paper reflects the influence of various factors on the height of the flame of solid combustible substances and materials, as well as the need to develop a method for determining this geometric parameter. Existing combustion methods for determining the geometric parameters of fires objectively reflect only the combustion process of combustible gases and liquids, since the height of the flame of such fires depends on the characteristic size of the fire source and the rate of entry of the combustible component in the reaction zone of combustion, which remain relatively constant over a long time. Combustion process of solid substances and materials is more complex and multi-faceted, so that the specific mass burn-up rate, and, accordingly, the height of the flame of such substances are not constant and depend on many additional factors.

The dependence of the consequences of fires on the time of arrival of the first fire Department is considered. The existing features of determining the location and arrival time of fire departments are considered. Approaches to optimizing algorithms for determining the arrival time of the first fire Department are proposed. The proposed approaches are based on categorization of exit areas and software based on map services. The positive and negative aspects of the methods are considered.

Parameters of the advanced system of remote control of the gas situation in the elimination of fires in coal mines

An overview of the parameters of the improved system for remote control of the gas situation during the elimination of fires in coal mines, as well as its design features and methods of application by the units of the mine rescue service is presented. It is indicated that the improved system makes it possible to control the gas situation by remote sampling of fire gases along the height and cross-section of mine workings at a safe distance, as well as to reduce the accumulation of condensate in the sampling pipeline and dry the air sample for the purpose of reliable express analysis of its gas concentrations.

The thermal stability of foam containing silicon oxide, aluminum oxide, and talc powders was studied in this paper. It was found that introducing the powder into the foam significantly decreases its destruction rate under temperature conditions. Increasing the foam stability contributes to the accumulation of liquid and powder on its surface, which are formed as a result of the upper foam layer destruction and shield heat flows.

This article presents the results of studies of the nickel cations diffusion mobility in an equimolar potassium borosilicate melt, which is the basis of ground enamel for insulating main pipelines. It was found that in the region of nickel oxide solubility (up to 3.0 wt% NiO), the diffusion coefficients changed by 2-4 orders of magnitude depending on the study temperature, which is explained by polymerization-depolymerization reactions in borosilicate melt.

The article presents the results of a study of the specific electrical conductivity æ of an equimolar potassium borosilicate melt, which is the basis of a ground enamel for insulating main pipelines. It was found that in the solubility range of nickel oxide (up to 3.0 wt. % NiO) values of æ changed nonmonotonically with increasing NiO content.

Problems of estimation and calculation of social fire risk based on statistical data are considered. Social fire risk was assessed for groups of similar objects (five-storey and nine-storey residential buildings). It is shown that the obtained estimates of social fire risk do not differ for five-story and nine-story residential buildings. It is concluded that when assessing the social fire risk, it is not the number of people in the building that is important, but the number of people at risk who are exposed to fire hazards.

The article presents a study of the heat resistance of intumescent flame retardants for hydrocarbon combustion conditions by synchronous thermal analysis. The results of the study are shown for a composition based on a silicone binder and compositions modified with silicon-containing components – wollastonite and aluminosilicate microspheres. Further, the data were compared with the indicators obtained during fire tests to determine the fire-retardant effectiveness in the installation for testing the fire-retardant effectiveness of fire protection equipment. The study showed that the fire-resistant compositions that showed the best result in tests for fire-resistant effectiveness also have a higher degree of heat resistance, which indicates the possibility of using the proposed method as a means of evaluating the “ productivity” of fire-resistant materials of the intumescent type.

The main regulatory requirements in the field of fire safety of sports complexes are considered. It is noted that when forming fire safety requirements for sports complexes, it is also necessary to take into account the requirements of sports organizations. The main technical and design solutions of modern sports complexes are considered. Based on the analysis of the fire hazard of the sports complex, fire scenarios were selected and field modeling of the dynamics of the spread of fire hazards was carried out. The results of calculations of evacuation time for various scenarios are presented.

Research of fire hazard parameters of deeply struck extractant in a multicomponent system tributyl phosphate — diluent — nitric acid

The article provides an overview of literary materials related to explosions and fires at the reprocessing plants and caused by the formation, accumulation and uncontrolled decomposition of traces of tributyl phosphate-based extractant (TBP). The reason for such explosions was the presence in the extractant of its decomposition products — dibutyl phosphoric and monobutyl phosphoric acids (DBP and MBP). To date, the effect of DBP and MBP on the flash and ignition temperatures of an extractant based on TBP has not been determined. The article presents the method of hydrolysis of TBP for accumulation of DBP and MBP in the extractant. The process of measuring the flash point temperature and ignition point temperature of a pure extractant and extractant with different contents of DBP and MBP is described. The dependence of changes the flash point temperature and ignition point temperature on the different contents of DBP and MBP in TBP is shown.

The article is devoted to the issues of self-heating of oiled fibrous and porous household materials at public catering facilities. The article shows the complexity of the investigation of the causes of fires occurred from spontaneous combustion of substances and materials during the fire and technical expertise. The article presents the results of the study of self-heating of oils of vegetable origin, previously deposited on the porous surface of household materials. Revealed that the self-ignition of vegetable oils are more prone to oils with an expired shelf life. Materials based on viscose with the addition of polyester fiber have the advantages to enhance the process of spontaneous combustion with respect to other household fibrous materials.

The article describes the process of recreating the real physical environment of a dwelling and creating conditions for a fire as a result of an emergency fire hazardous operation of the electrical network and electrical equipment. The models of fire occurrence were created on the basis of practical experience in the study of real fires by specialists of the forensic institution of the FPS IPL in the Krasnoyarsk Territory, together with employees of the Main Directorate of the Ministry of Emergencies of Russia in the Krasnoyarsk Territory. The experiments carried out made it possible to reliably assess the incendiary ability of these fire hazardous phenomena, the peculiarities of the occurrence of combustion and the development of a fire due to them. The work carried out made it possible to create videos with the purpose of a visual demonstration to the population of how domestic fires can start and what consequences they can lead to. The videos were shown in early 2020 on television in the Krasnoyarsk Territory and were posted on the Internet on the popular video hosting «YouTube».

Investigation of the temperature field in mine working in the vincinity of a seat of fire during emergency rescue operations in coal mines

The relevance of monitoring and control of the mine environment during elimination of fires at the mining enterprises has been presented. The investigation results of the temperature field in the mine working of the coal mine in the vicinity of the seat of fire have been presented. It has been established that if the temperature behind the seat of fire does not depend much on the temperature diffusivity coefficient, then the length of the temperature «plume» before the seat of fire substantially depends on it. The dependence of the distribution of relative temperatures in front of and behind the seat of fire in the mine working of a coal mine has been presented. According to the proposed methodology it is possible to find the distribution of temperatures along the entire length of the mine working with a seat of fire. The further promising areas of theoretical and experimental studies of the unsteady distribution of fire gases along the length and cross section of the mine workings of coal mines during the accidents have been adduced.

The mechanism of destruction of fuel lines made of polymer materials as a result of reducing the elasticity of the fuel line tube under the influence of low temperatures is shown, and a method for studying the remains of the fuel line after exposure to the heat of a fire is proposed.

The article provides data on the use of pumping and hose systems by fire and rescue units in the Siberian Federal District over the past three years. The analysis of the data is carried out and the shortcomings of the existing pumping and hose systems noted by the Main Directorates of the Ministry of Emergencies of Russia of the subjects of the Siberian Federal District from 2017 to June 2020. Based on the results of the analysis of the use of tubing systems, conclusions were drawn on the future development of these systems.

The mechanism of forming the resource needs of territorial fire departments is described. Various ways of assessing the level of fire danger of territories are analyzed. The factors influencing the state of resources of territorial fire protection units are studied. The analysis of the existing legal framework for the organization of fire fighting and emergency rescue operations. An approach is proposed in which for the optimal state of fire protection resources in order to neutralize the factors that generate fire danger, the number of main fire vehicles is dependent on the level of fire danger in the area of departure of the fire protection unit.

Determination of the intensity of thermal radiation of the fire straw of the lv strain of the oil and gas complex taking into account the forecasted fire-fighting indicators of substances

Artificial intelligence technologies are actively introduced in various industries of the country, including in the field of fire safety of oil and gas complexes. Today, there are more than 110 million synthesized substances, and their fire hazard properties have been partially studied and only for a few thousand compounds. This creates difficulties in calculating the intensity of the thermal radiation of the flow for fire strait limit ketones. To solve the problem, we applied a method for predicting the fire hazard properties of oil products based on molecular descriptors and artificial neural networks. The specific mass burnup rate and the average surface density of the thermal radiation of the flame for a sample of substances were predicted, a comparative analysis was carried out. The relative error is determined, not exceeding 5%. The work is devoted to the issues of the efficiency of using electrical filtering and dust removal equipment at fire and explosion hazardous objects of high content of dust and combustible fibers, for example of the Krasnoyarsk feed mill. The article presents the results of the pilot application of an electrostatic precipitator in the ventilation system of a feed mill, proving the possibility of its safe use and a high degree of dusty air purification, which will significantly reduce the risk of primary and secondary dust explosions. Also, the article  provides a description of the device of the proposed electrostatic precipitator, which allows for the process of dust removal in fire-hazardous premises, characterized by an increased concentration of organic fine dust in the air.

Combined machine for maintenance and repair of pressure fire hoses

The article is devoted to increasing the efficiency of service activities using automated devices for the technical maintenance and repair of pressure head fire hoses. To reduce fatigue during repair work and increase the efficiency of maintenance, it is proposed to use a new prototype combined machine for maintenance and repair of fire pressure hoses. The main stages from the analytical review to the creation of a unique idea are considered. The authors structurally designed a new two-level mobile platform, which involves the placement of three technical modules: module turning fire hoses at the coupling head, module fold and roll sleeveless to the new edge module repair vulcanizer. The proposed design of the machine makes it unique and multifunctional.

The article is devoted to the features of depressurization of the fuel system of motor vehicles in conditions of low temperatures in the sharply continental climate of the Siberian region. The mechanism of destruction of fuel lines made of polymer materials as a result of reducing the elasticity of the fuel line tube under the influence of low temperatures is shown, and a method for studying the remains of the fuel line on an inverted metamorphic microscope is proposed.

We analyzed properties of combustion products in a fire on the base of the basic principles of the heat conduction phenomenological theory. The conditions of taking into account the nonlinearity of the transfer process in solving the energy equation are investigated. We formulated boundary conditions for solving a quasilinear parabolic heat equation taking into account the influence of convective heat and mass transfer processes. The obtained solution is analyzed and the necessary conclusions on the heat impulse propagation in the combustion products are made, in case that they are represented by a non-Newtonian fluid.

The article considers the possibilities of using an electronic personal account of cadets and, subsequently, young specialists to accompany the process of professional adaptation in institutions subordinate to the Ministry of Emergencies of Russia. It was proposed to support the professional career of graduates, in contrast to the traditional approach, through electronic personal accounts. In the IP cabinet, which plays the role of a portfolio, analytics of the student’s success will be reflected, and then the stages of his professional growth as a young specialist in the Ministry of Emergencies. Placing information in the office on the basis of periodic professional testing or introducing new requirements for education and working conditions will allow young people to quickly solve professional tasks at all stages of their career. The introduction of additional functions into the structure of the student’s electronic personal account will allow young people to plan and manage their professional careers at all stages, receive timely information on innovations in the conditions of work, assess the current state of their own professional competence, which will positively affect professional adaptation.

Shortcomings and main directions of improving the determination of toxicity indicators of building and finishing materials are noted.

The article sets out a methodology for checking those properties of construction ceramic elements that directly affect the strength and durability of structures, and whose degradation can lead to emergencies. The indicated approach, based on the mathematical theory of experimental design, provides an effective, statistically valid estimate of the residual strength of ceramic products while taking into account the influence of environmental and technological factors. The methods described in the article on the assessment of the biological resistance of ceramic products are partially covered by Russian and Eurasian patents.

The article considers the issue of developing and testing a model of professional adaptation of cadets and young specialists in institutions subordinate to the Ministry of Emergencies of Russia. When organizing the process of professional adaptation at the level of universities of the Ministry of Emergencies, it is necessary to intensify the educational and professional activities of cadets in the educational process; creating conditions for the formation of professionally significant characteristics (special knowledge and personal qualities) of students, including a special organizational culture at the university, conducting focused educational work, developing methodological support for the adaptation process for all stages of training and postgraduate education. Maintenance of the model and control over its testing should be carried out by the design team, which includes employees of the department of educational work, psychological support and personnel.

The article presents statistical data on the analysis of dangerous man-made phenomena at oil products supply facilities of the Russian Federation. The most frequently realized dangerous man-made phenomena and the most fire-hazardous objects in the structure of the oil product supply of the Russian Federation are determined. The definition, classification, functional structure, groups of objects related to the warehouses of oil and petroleum products are given. Results shown are theoretical some of the analysis of functional structures and systems of fire safety (hereinafter APB) warehouses of oil and petroleum products. The interrelation between features of the functioning of warehouses of oil and oil products and the reasons as a result of which there are fires and explosions is established. A number of actual problems in the SOPB of oil and oil products warehouses are revealed.

Combustion products motion modes in a smoke exhaust system vertical channel

We researched factors affecting the combustion products motion mode along vertically oriented channels of the smoke exhaust system. We proposed to neglect inertial forces, which involves studying the effects of three forces: gravity, aerodynamic drag, and overpressure. It is determined that the dependence of the gas flow pressure on the gas column height in a non-isothermal flow is nonlinear. It is shown that the flow of combustion products along a vertically oriented channel of the smoke exhaust system changes from laminar to the turbulent mode when a return flow appears. It occurs when the longitudinal velocity gradient is positive.

Modification of polyaramide fibers with carbon nanostructures to increase thermal stability under conditions of hydrocarbon combustion

Investigations were made of the thermal stability of polyamide yarns modified with epoxy compositions. Single-walled carbon nanotubes «TUBALL Nanotubes» were deposited in epoxy compositions, astral and carbon. The analysis of the thermogravimetric characteristics of the samples is carried out (the temperature of the onset of thermal destruction and ignition of the substance, the thermal effect of the combustion reaction). Using atomic force microscopy, the structure of modifiers was studied. The results of the experiments confirm the possibility of using modified polyamide fibers due to their improved heat resistance indicators of firefighters protective clothing under conditions of hydrocarbon combustion.

The problem of operation of ineffective technical solutions for fire protection of gas stations against the background of an increment in the number of ones in connection with the intensive increase cars in cities. Technical solutions are proposed to improve the efficiency of the emergency fuel drain system from aboveground gas station tanks in a fire. The purpose of the work is to improve the system of the emergency drain of fuel from gas station tanks. Tasks: a) development of technical solutions that ensure the efficiency of the emergency drain system in case of fire in long-term operation and increase environmental safety; b) determination of the technical parameters of the system for providing the required time for emptying the tanks.

Study of the dependence of the consequences of fires on the risk category of objects of protection

The problems of classification of objects of protection to risk categories are considered. It is shown that the direct application of the proposed criteria in the classification of the object to a certain category of risk may not reflect the real consequences of a fire. It is concluded that it is impossible to leave without supervision objects classified as low risk, which employ a larger number of the population, as they are not provided in due measure the safety of people. The potential risk of harm to health at these sites exceeds 10-6. A proposal was made to adjust the criteria for classifying objects of protection as risk.

Numerical determination of the quantity of melting drops at a single-phase short circuit

A single-phase short fault is one of the frequent types of overhead power lines unbalance. The resulting currents can cause fires. Break-sparks (melting drops) grad to heat source that have a high ignition ability and can become an ignition source. Existing assessment techniques do not allow taking in account various electrical network parameters on the fire hazardous parameters of molten metal droplets determining. At the same time, the dependences of the number and melting drops size on the short-circuit ampere, the short-circuit duration and etc. are necessary to understanding of the ensuring fire safety process in electric power lines. The mathematical model of the melting drops formation for wires of different cross sections based on the results of the experiment and using the experiment planning theory is obtained.

The method and devices of its implementation for the production of mechanical-chemical foam fast-hardening foam of low and medium multiplicity are developed, the formulation for the production of fast-hardening foam for filling hollow structures of buildings and structures is justified. To reduce the combustibility of the foam, it is proposed to reduce the degree of dispersion of the combustible component or filling the foam with a stable non-combustible component.

The article presents a method of explosion protection of drying installations of dispersed materials, which consists in using equipment capable of withstanding the full explosion pressure of a combustible mixture. It discloses a method for reducing the maximum pressure of an explosion by reducing the size of drying units is considered. The process of extinguishing the flame in narrow channels. The article considers in detail the conditions for the exchange of radiation energy between bodies and the estimation of heat loss by radiative flame exchange in a closed volume. It also obtains an expression for determining the pressure of an explosion in a closed volume with allowance for heat losses.

The vitrification of radioactive materials by using microwave energy

The problems of handling and disposal of radioactive waste (RW) accumulated over decades of weapons-grade plutonium production in the USSR are described in the article. The disadvantages of the current facility for RW vitrification in the ceramic melter EP-500 at the “Mayak” (Chelyabinsk region) are noted. The advantages of microwave energy as a heat source are listed. The current state of the use of RW conditioning technology using microwave energy in different countries of the world is analyzed. The developed technological parameters of the semi-industrial microwave unit presented by a team of employees of the Mining and chemical combine (Zheleznogorsk) and a number of Russian research laboratories for RW vitrification of the sludge stored in the MCC tanks.

Questions of improvement of a method of calculation of fire hazard of the gas mixtures based on tetrachlormethane addressing on objects of an oil and gas complex are considered. Authors installed the mechanism of formation of dangerous factors of the fire when using of the mixed combustible environment on objects of an oil and gas complex, expressions are found and approximation of fire hazard (with an accuracy evenly best of all than 1.5%) by means of elementary functions is executed.

The relevance of development of actions for decrease in toxic impact on staff of rescue and firefighting divisions at suppression of the fires without use of individual protection equipment of respiratory organs is proved.

The classical method of description of transition processes arises from the solution of differential equations, which requires the introduction of the concepts of forced and free modes, causing difficulties in the physical interpretation. The considered approach comes only from the physics of processes and does not require the introduction of these concepts which yields to similar results using a simpler mathematical machinery.

The possibility of the influence of carbon monoxide on the personnel of the fire-rescue units when performing actions on suppression of fires. The urgency of development of measures to reduce the toxic effects on the personnel of the fire-rescue units for fire extinguishing without the use of means of individual protection of respiratory organs.
